Subject	Can a speed sensor be bad and the Speedo still work?

Message	Logic tells me if the speedometer works the speed sensor is good. However I am getting intermittent stiff steering on my 91TT and a HICAS light. Sometimes I will turn it and it will be normal, other times there will be noticeable resistances both left and right. It happens at different speeds(idle, highway, etc) I can not get it to go into HICAS Diagnostic mode through repeated attempts. The speed sensor is original(AFAIK), so it could be bad but since the speedometers works and always has worked I'm not sure.
